There would be reasonable limits on premiums and assistance would be available for Americans below a certain income level McCain said today in a speech at the cancer institute at the University of South Florida in Tampa . McCain who has locked up his party s presidential nomination made his proposal on the second day of what his campaign has dubbed a Call to Action health care tour as he builds out his policy proposals before November s election. With million Americans uninsured McCain has proposed using tax credits to make insurance more affordable and deregulating the insurance market to encourage more options. He has proposed a tax credit for families and for individuals. In turn he would tax the value of employer provided health benefits now a tax free benefit to workers. The key to real reform is to restore control over our health care system to the patients themselves he said today. Americans need new choices beyond those offered in employment based coverage. By offering federal involvement in guaranteeing that everyone has access to health insurance McCain responding to critics who have said he didn t have a plan to help people denied coverage because of pre existing conditions such as having cancer or being overweight. Special Assistance While employer provided health plans must cover everyone who qualifies insurers selling individual policies in most states can turn people down exclude conditions or charge higher premiums depending on medical conditions. McCain s plan recognizes that there are people who need special assistance to find insurance said Karen Pollitz director of the health policy institute at Georgetown University in Washington. He still doesn t explain exactly how it will be financed she said. I m glad he recognizes this is an issue but there s no plan here yet Pollitz said in a telephone interview. There s no trick to it it s about money but leaving that part for last is not telling us the meat of what will happen. Democratic candidate Hillary Clinton campaigning today in Indianapolis called McCain s health care plan radical saying it would lead to millions of Americans losing their employment based coverage. No Incentive Under his plan she said in a statement while people might have a choice of getting such coverage employers would have no incentive to provide it. This means million Americans with job based coverage today could be at risk of losing the insurance they have come to depend upon. An estimated million to million people in the U.S. are unable to get private insurance because of pre existing medical conditions that cause insurers to deny them coverage or charge unaffordable premiums experts say. Thirty four states offer high risk pools that provide special insurance to people denied private coverage because of medical conditions including diabetes and heart conditions. States spent about . billion in to cover people according to the National Association of State Comprehensive Health Insurance Plans. In some states part of the funding comes from a special tax on health insurers that sell individual policies. Best Way McCain wants the federal government to work with states and insurers to find the best way to guarantee that people with medical problems have access to health insurance said his senior economic adviser Douglas Holtz Eakin. He s willing to work with Congress to develop a feasible funding scheme for this Holtz Eakin said in a telephone interview. This is a commitment that would require some federal and state money and some insurers might contribute. And if you re a low income person you ll need even more help. Possible options for organizing this include a Guaranteed Access Plan run by a board that would include lawmakers insurers medical providers and patients McCain said in his speech. The board would contract with insurance companies to offer policies to patients denied coverage when they tried to buy a plan on their own. Today s proposal is part of McCain s overall plan to unleash market forces on the health care industry said Holtz Eakin. Competition will lower costs Holtz Eakin said in a briefing with reporters late yesterday. McCain and his advisers say that giving health care consumers more options will lead to substantial cost reductions though they have yet to provide any figures. Democrats Clinton and Barack Obama have advocated a bigger government role to make sure low income people have coverage and to make premiums affordable and available to everyone. The CCIR and the Canadian Insurance Services Regulatory Organization CISRO are seeking input from the insurance community on the topic of the incidental sales of insurance. In a discussion paper The Incidental Selling of Insurance the regulators express concern about insurance products being sold as an ancillary part of a larger purchase. The fear is that selling an unsuitable insurance product might lead consumers to pay for insurance they do not need pay for coverage for claims for which they are not eligible or obtain a claims result that they did not expect. One example discussed is the difference between selling a Replacement Warranty offered at point of sale by Quebec s car dealers and a Replacement Cost endorsement offered by insurers and brokers after the point of sale . IBAC believes the method by which the insurance product is sold is not the determining factor in the regulation of the product or the licensing of the insurance seller. The concept of an insurance sale that is said to be incidental is a little troubling for us IBAC says in its submission to the regulators. As distributors of insurance products we believe that these transactions can very rarely be incidental. In the examples provided by the working group our submission is that automobile insurance is automobile insurance. The manner in which it is provided is irrelevant as to the product itself. Should the product be sold in conjunction with an automobile purchase the fact remains that consumers deserve require and eventually purchase insurance coverage based on their needs for adequate and appropriate coverage. There would be reasonable limits on premiums and assistance would be available for Americans below a certain income level McCain said today in a speech at the cancer institute at the University of South Florida in Tampa . McCain who has locked up his party s presidential nomination made his proposal on the second day of what his campaign has dubbed a Call to Action health care tour as he builds out his policy proposals before November s election. With million Americans uninsured McCain has proposed using tax credits to make insurance more affordable and deregulating the insurance market to encourage more options. He has proposed a tax credit for families and for individuals. In turn he would tax the value of employer provided health benefits now a tax free benefit to workers. The key to real reform is to restore control over our health care system to the patients themselves he said today. Americans need new choices beyond those offered in employment based coverage. By offering federal involvement in guaranteeing that everyone has access to health insurance McCain responding to critics who have said he didn t have a plan to help people denied coverage because of pre existing conditions such as having cancer or being overweight. Special Assistance While employer provided health plans must cover everyone who qualifies insurers selling individual policies in most states can turn people down exclude conditions or charge higher premiums depending on medical conditions. McCain s plan recognizes that there are people who need special assistance to find insurance said Karen Pollitz director of the health policy institute at Georgetown University in Washington. He still doesn t explain exactly how it will be financed she said. I m glad he recognizes this is an issue but there s no plan here yet Pollitz said in a telephone interview. There s no trick to it it s about money but leaving that part for last is not telling us the meat of what will happen. Democratic candidate Hillary Clinton campaigning today in Indianapolis called McCain s health care plan radical saying it would lead to millions of Americans losing their employment based coverage. No Incentive Under his plan she said in a statement while people might have a choice of getting such coverage employers would have no incentive to provide it. This means million Americans with job based coverage today could be at risk of losing the insurance they have come to depend upon. An estimated million to million people in the U.S. are unable to get private insurance because of pre existing medical conditions that cause insurers to deny them coverage or charge unaffordable premiums experts say. Thirty four states offer high risk pools that provide special insurance to people denied private coverage because of medical conditions including diabetes and heart conditions. States spent about . billion in to cover people according to the National Association of State Comprehensive Health Insurance Plans. In some states part of the funding comes from a special tax on health insurers that sell individual policies. Best Way McCain wants the federal government to work with states and insurers to find the best way to guarantee that people with medical problems have access to health insurance said his senior economic adviser Douglas Holtz Eakin. He s willing to work with Congress to develop a feasible funding scheme for this Holtz Eakin said in a telephone interview. This is a commitment that would require some federal and state money and some insurers might contribute. And if you re a low income person you ll need even more help. Possible options for organizing this include a Guaranteed Access Plan run by a board that would include lawmakers insurers medical providers and patients McCain said in his speech. The board would contract with insurance companies to offer policies to patients denied coverage when they tried to buy a plan on their own. Today s proposal is part of McCain s overall plan to unleash market forces on the health care industry said Holtz Eakin. Competition will lower costs Holtz Eakin said in a briefing with reporters late yesterday. McCain and his advisers say that giving health care consumers more options will lead to substantial cost reductions though they have yet to provide any figures. Democrats Clinton and Barack Obama have advocated a bigger government role to make sure low income people have coverage and to make premiums affordable and available to everyone. The CCIR and the Canadian Insurance Services Regulatory Organization CISRO are seeking input from the insurance community on the topic of the incidental sales of insurance. In a discussion paper The Incidental Selling of Insurance the regulators express concern about insurance products being sold as an ancillary part of a larger purchase. The fear is that selling an unsuitable insurance product might lead consumers to pay for insurance they do not need pay for coverage for claims for which they are not eligible or obtain a claims result that they did not expect. One example discussed is the difference between selling a Replacement Warranty offered at point of sale by Quebec s car dealers and a Replacement Cost endorsement offered by insurers and brokers after the point of sale . IBAC believes the method by which the insurance product is sold is not the determining factor in the regulation of the product or the licensing of the insurance seller. The concept of an insurance sale that is said to be incidental is a little troubling for us IBAC says in its submission to the regulators. As distributors of insurance products we believe that these transactions can very rarely be incidental. In the examples provided by the working group our submission is that automobile insurance is automobile insurance. The manner in which it is provided is irrelevant as to the product itself. Should the product be sold in conjunction with an automobile purchase the fact remains that consumers deserve require and eventually purchase insurance coverage based on their needs for adequate and appropriate coverage.
